Council Responsibilities
- Review school U-PASS data. U-PASS is a series of student tests. Councils should review group results but individual data should not be shared. Other assessments may also be reviewed
- Develop a School Improvement Plan
- Develop a School LAND Trust Plan
- Participate in the development of the Professional Development Plan
- Develop a Child Access Routing Plan
- Advise the school administration on local school issues
- Provide an opportunity for issues of concern in the community to be presented to the school administration
- Develop a Reading Achievement Plan
Current LAND Trust Plan
School LAND Trust – Hurricane Elementary School
This year our school received $99,850.20 from the School LAND Trust Fund.
The current Trustlands Plan approved by last year’s School Community Council voted to spend our funds to pay for:
- Our reading intervention program. This program provides our school with WIN Time (What I Need) instruction. We pay for all students to have a ½ hour of small group reading instruction on specific skill areas where they need the most help.
- 8 part-time aides who work a combined 165.5 hours per week.
- A Tier I phonics reading program, and the supplies to run it, for k-3 students (We were able to afford to get it for 4th grade as well, but in that grade, it is not Tier I)
- Supplies to run the reading program, testing materials and hands-on manipulatives for the reading program.
- Math manipulatives and supplies to support our new Math program. (Illustrative Math, Imagine Learning)
TSSP, Teacher Student Success Plan
This year, we received $128,725.52 in TSSA that we used for the following:
- 25% of Mrs. Butler’s contract (combined with another .25 from the BTS Arts Grant).
- 50% of one teacher to reduce class size.
- Two paraprofessionals with who work a combined 55 hours per week.
- 30% of our school counselor’s contract (combined with 40% provided by the district and 30% provided by a grant.)
- $26,000 in supply money to support Math and Language Arts in the school.

Elections for the Community Council seats take place each year at the first meeting of the year. Serving on the council is one of the many ways that we encourage our school community to become involved in the education process. Please consider serving on our Council.

Did you know…
Utah received 7 million acres of land at statehood to generate funding for schools and almost half of the land remains in a trust for public education. The School and Institutional Trust Lands Administration (SITLA) manages the trust land. The School and Institutional Trust Funds Office (SITFO) invests the endowment funds and a portion of the earnings comes to our school each year.
Utah schools received $102.8 million dollars from the School LAND Trust Program in the 2023-2024 School Year.
Washington School District LAND Trust Site
Through the State of Utah, we receive additional funding through the TSSP rules that is also discretionary at the school level. The council and school staff can make suggestions for the spending of TSSP monies, but they are tied directly to the School-wide Improvement Plan that the principal makes each year.
